Shooting Range Regulations

§1. Conditions for Using the Shooting Range

  1. The shooting range may be used by:
    a) Individuals who have signed the shooting range attendance register and hold a firearms permit or a valid PZSS competition licence, including both ZKS members and non-members.
    b) Individuals who have signed the shooting range attendance register but do not hold a firearms permit, including those receiving shooting training or applying for ZKS membership. Such persons may use the shooting range only under the supervision of a certified coach/instructor conducting the training and after becoming familiar with the safety regulations in force at the shooting range.
    c) Organised groups, provided that medical assistance is ensured and the group is supervised by its own shooting instructor(s). The date, number of participants, shooting conditions and applicable fees must be agreed in advance with the ZKS Office (in writing).
    d) Organised groups that do not have their own firearms, ammunition or instructors may use the shooting range only after prior written agreement with the ZKS Office regarding the date, number of participants and shooting conditions. In such cases, shooting sessions shall be conducted exclusively under the supervision of ZKS coaches/instructors, who will provide the firearms and ensure compliance with the safety regulations.
    e) The provisions of points a and b apply exclusively to persons who are at least 18 years of age.
  2. The Range Officer:
    a) is responsible for the safety of all shooting range users and accompanying persons;
    b) assigns shooting positions to users of the shooting range and designates a safe waiting area for accompanying persons;
    c) after shooting has concluded, verifies that all firearms have been unloaded and made safe.
  3. The Range Officer or another designated person shall maintain the Shooting Range Attendance Register in accordance with the template specified in the Regulation of the Minister of Internal Affairs of 15 March 2000 (Journal of Laws No. 18, item 234, as amended). 234.
  4. Use of the Shooting Range by Minors
    Persons under the age of 18 may use the ZKS shooting range under the conditions specified in §1, and:
    a) individually, provided that written consent has been obtained from both parents or legal guardians, and under the supervision of a ZKS coach/instructor acting as the Range Officer, or when accompanied by one parent/legal guardian under the supervision of a ZKS coach/instructor;
    or
    b) as part of organised groups, under the conditions specified in §1(c).
  5. Individuals using the shooting range independently (as referred to in §1(a)) are responsible for the conduct of any accompanying persons.
    §2. Firearm Handling Rules
    a) Firearms must be transported within the shooting range unloaded, secured, and carried in a case, holster, or other suitable container designed for that purpose.
    b) Firearms may only be removed from their cases at the shooting position or designated training area, and only upon the instruction of the Range Officer.
    c) While at the shooting position, the muzzle of the firearm must always be pointed toward the bullet trap, regardless of any actions being performed with the firearm. The muzzle must remain beyond the firing line at all times.
    d) It is prohibited to handle or touch another person’s firearm without the owner’s permission.
    e) Shooting may commence only upon the command of the Range Officer.
    f) The completion of shooting must be reported to the Range Officer.
    g) After shooting has concluded, the firearm must be unloaded, presented to the Range Officer for inspection, and then made safe.
    §3. Rules of Conduct for Shooting Range Users
    (These rules also apply to accompanying persons.)
    a) All shooting range users are required to strictly comply with the instructions and commands issued by the Range Officer.
    b) It is prohibited to cross the firing line without the permission of the Range Officer.
    c) Accompanying persons are prohibited from entering the shooting positions or handling firearms.
    d) Any person who determines that continuing to shoot poses a danger to life or safety may give the command “STOP”. Under normal circumstances, the “STOP” command is issued by the Range Officer; during competitions, it is issued by the Chief Range Officer or the Judge.
    e) Upon hearing the “STOP” command, all shooting must cease immediately. Firearms must be unloaded and placed safely on the shooting bench.
    f) Shooting is permitted only from designated shooting positions and only from behind the firing line, with firearms aimed exclusively toward the bullet trap.
    g) The shooting range operates in accordance with the ISSF and PZSS Sport Shooting Rules. Any deviations from these rules must be approved in advance by the ZKS Office or the Range Officer.
    h) It is prohibited to fire at any objects other than designated shooting targets. Shooting at people, animals, or birds is strictly forbidden.
    i) Animals are permitted on the shooting range only in exceptional circumstances and must remain under the direct supervision of their owner or handler, who bears full responsibility for the animal’s behaviour.
    j) The consumption of alcohol or intoxicating substances on the shooting range is prohibited. Persons under the influence of alcohol or drugs are not permitted to remain on the shooting range.
    k) All persons present at the shooting range are required to keep the premises clean and dispose of waste in the designated bins. They are also responsible for taking proper care of the shooting range facilities and equipment.
    l) Smoking is prohibited at all shooting positions.
    m) Recreational events may be organised on the shooting range in conjunction with shooting events, provided they are conducted in accordance with §1(c) and §1(d) of these Regulations.
    n) In the event of an accident, the Emergency Medical Services and the Police must be notified immediately.

    §4. Violations of the Shooting Range Regulations
  6. In the event of conduct that poses an immediate threat to life or safety, the person concerned shall be immediately removed from the shooting range and permanently prohibited from entering the premises.
  7. In other cases, depending on the decision of the shooting range supervisor or another ZKS employee, penalties may be applied ranging from a warning to expulsion from the shooting range.
  8. For damage caused on the shooting range, the perpetrators are financially liable for it.
